Applying for Deer Tags in Kansas

The Kansas Department of Wildlife and Parks has not yet published the 2010 Deer regulations, but they are encouraging hunters to go ahead and apply anyway.
Kansas is accepting non-resident deer applications April 1 - April 30, a month earlier than in previous years.
This year, for non-residents, applications are only accepted online.
If you've never applied in Kansas before, be advised that they have the most poorly-thought-out application process of any western state.
The good news is that if you apply for a whitetail tag, the draw odds are 100%.
Where it starts to get strange is that they also have a bonus-point-only system that allows you to purchase a bonus point for $22.50. But, since the draw odds are 100%, the bonus point is completely pointless.
But what's really frustrating is the manner in which Kansas allocates mule deer tags for non-residents. If you want a mule deer tag, you must first apply for an archery or muzzleloader whitetail tag -- regardless of the fact that your real goal is to hunt mule deer. At the same time you submit the whitetail application, you must also apply for a Mule Deer stamp for an additional $102.50.
The odds are 100% that you'll get the whitetail tag. But the odds are as low as 20% that you'll get the mule deer stamp (depending on the unit you apply for). The whitetail tag is non-refundable, so there's a very high probability that you'll end up with a $322.50 whitetail tag you don't actually want.
Also, note that Kansas does not allow non-residents to hunt mule deer with a rifle.
If you do end up hunting deer in Kansas, you'll also need to buy a $72.50 hunting license before you go.
